Local Control and Accountability Plan (LCAP)

The Local Control and Accountability Plan (LCAP) is an important component of the Local Control Funding Formula (LCFF). Under the LCFF all LEAs are required to prepare an LCAP, which describes how they intend to meet annual goals for all pupils, with specific activities to address state and local priorities identified pursuant to EC Section 52060(d).

Substitute Superintendent’s Message

August 19, 2016

Dear Black Oak Mine Unified School District Community,

We have had a wonderful first week of school!  Welcome back to all of you and your families.

All school sites are busy with first week activities:  enrolling new students; figuring out bell schedules, drop-off, pick-up, bus schedules; saying hello to old friends and making new ones; opening new English-Language Arts materials; signing on to computer terminals and trying new programs….  The list goes on and on.  Please know that I have visited every school site and been in every classroom (sometimes the students were out on the field or at lunch…).  I can say that I know we are off to a really positive start and your students are in excellent hands.  This will be a powerful learning year for our students.

I’d like to thank all of you for what you have done to help us get the year off to such a good start.  Please reach out to our new teachers and staff; let us know how we can better support you if you see issues that we can address.  When new people settle into new positions, things change.  Some of the changes you see are forced by the rules that govern how schools have to be run; safety is the biggest issue facing schools in today’s world.  While we know that our schools are safe, we still have to comply with the rules.  Other changes happen because people have different styles.  The changes they bring do not mean the “old way was bad” or that the “new way is better.”  It just means people have different strengths.  Let’s all endeavor to embrace the changes we see and celebrate the fact that we have a really great school system and that our students are going to benefit from the vast array of skills we have on our team.

There is still adjustment ahead.  I will soon “re-retire.”  A new leader will step into the superintendent role.  The Board of Trustees voted to consolidate the superintendent’s position into a shared position: Superintendent-Principal of Golden Sierra Junior-Senior High School (GSJSHS). The Board wanted to provide time for our high school to get “up and running” before discussing next steps in filling the permanent vacancy (Superintendent-Principal of Golden Sierra Junior Senior High School.)  Please help us make this a smooth transition by sharing your insights, experiences and suggestions at our Board meetings.  Our next meeting is Thursday, Sept. 8, 2016 at 7:00pm.  You are always welcome.

Please feel free to call me at 530-333-8300 x7 or email at ehaines@bomusd.org.

Again, thank you for your support and friendship,

Elizabeth Haines
